Actually, Shifu had too great a hearing, he stuffed cotton into his oversized ears.
So he heard the earlier "stumbling bumbling fanboy trying to woo his idol", and missed on the later... uh... you know.

I don't know...Tigress seems like she would be pretty adept at keeping things quiet without relying on Shifu's cotton, although I don't think there's any evidence to back that up. On the other hand, I could also see Po's complete and utter lack of stealth abilities tipping the scale back in favour of your proposed explanation
