Well If you play with the filter effects in PS you can make white lines. then you draw it splashing and add more of your own lines to make it more random in direction to make it look like its raining. I'm sure online there are alot of great step by steps

FFFFFFF. That is very amazing, iDTH. There is so much detail on her outfir. So many raindrops. You can even see them splattering on Freya's clothing and weapon.
