He’s Khalel Pang (彭語雲), a ordinary F-16 Fighting Falcon who was born in Macau during the Portuguese colonization. His family is native Chinese, but his mother has a few ancestry from Portugal. He speaks few languages, Chinese (Cantonese and Mandarin), Portuguese, and English. Khalel is once a pro-Chinese politician and a activist that stands up for opposing the colonization to help save the Chinese influence in Macau. He’s also once a Chinese teacher and also a best friend of Bravo and Echo, as they moved to Macau, after deciding to have a big break from the Jolly Wrenches to remain there for a decade to support the Macau’s handover to Chinese territory, ending the Portuguese colonization. After teaching them for a decade, he then continues being a politician for the Macau branch of the Communist Party of China and a supervisor of the People's Liberation Army Macao Garrison for nowadays. He’ll sometimes meet up with the Jolly Wrenches squadrons and hang out with them in either Macau or the USS Dwight D. Flysenhower.

So, this drawing took place at the late 1950s when Khalel is at his residential hangar reading too many books in summer during his career in college. As he graduate college and started his career in politics, his appearance turns a little different. So, here's his reference: Khalel Pang (彭語雲) .

- Not that big into Disney anymore, due to what they've been doing. 
- Hasn't even watched the movie: "Planes."

Before the 1999 handover of Macau to China, he doesn't have the decorations at his body and doesn't have his own helmet.
After the 1999 handover of Macau to China, when he became a supervisor for the PLA Macau Garrison, he has the decorations at his body and he has his own helmet.
