First off, it looks much better on the paper than it does scanned into the cpu. This pic is fairly worn, because I used to carry it around in my school binder.
Perfect Cell. This is Cell in his ultimate form. This scene did not come from the series, I made it up off the top of my head. This is one of the first drawings that I just made up the pose completely off the top of my head. He just tilted his head, bearly, to dodge an energy ball that was shot at him. He looks unamused as he staires at his attacker.
I used a mechanical pencil and computer paper.
