I get the impression that only the ground up rocks were poison because of the dust. The gel itself wouldn't be able to get into your lungs. It'd be like breathing pudding.

Well, he said that the moon rocks were 'pure poison' when 'ground up.' I'm not saying that they're not poisonous in their liquid form, but I'd imagine that most of the folks poisoned by it were done so when it was a fine powder floating around in the air. Unless Chel went swimming in the stuff, she's probably fine.
Which, yeah, I know you get hit by the stuff a lot, but you also gotta consider that's mostly human (player) error. I'd imagine Chel avoided the stuff like the plague after she heard the recording about it. Really comes down to how much exposure she got before then.
