Okay, I see a lot of people don't really know this character (thank goodness!) because not a lot of them have played Mother 2/Earthbound.
This guy is Master Belch: a big villainous pile of bile (no pun intended.) who was thwarted by Ness and his friends... TWICE!
The background was supposed to represent the "Secret Fly Honey Factory," but I'm just not really that great with backgrounds.

A few people haven't played Earthbound, because the games didn't sell too well outside of Japan. It's a shame too, the series really do rock.

Well I've been into Earthbound for a while, but I stopped making EB fanart when my old Ness picture was uncommented for months is was on my page.
I guess because of SSB Brawl and , I was inspired to draw some Earthbound related things.
