As I said before, I have this theory that Maxwell Smart IS Inspector Gadget.
After he married Agent 99, he retired and became a police officer. Then KAOS found him and blew up him, so CONTROL used their technology to bring him back as Inspector Gadget.
Penny is not really his niece. She's his daughter, and Agent 99 is her mother. She just call him "uncle" to preserve his secret identity.
MAD is really KAOS. Doctor Claw is really Mister Big.
And Corporal Capeman is Larrabee, who after taking a severe blow to the head started believe he is a superhero.

Yes, but Dynomutt had evident help from Blue Falcon. The thing is, DM and BF were partners and helped each other openly, while Penny and Brain had to help Gadget in secret.
