Colonel of Mega Man X 4, very cool character, very bad voice actor.He's one of the high-ranking officers of the Repliforce, which Rifter and I believe to be the Maverick Hunters' navy or something similar. They seem to be pretty compotent soldiers, Colonel and General gave Zero and X a lot of trouble.
Anyways, I got bored and decided to draw him in the style of Mega Man Zero..

I tried to make him look young since every source I found had "He's the youngest high-ranking officer in the Repliforce." Also, I don't know about the Japanese version of X4, but in the American version, he had one of the worst voice-actors of all time. That makes him a lot less popular over here.

Well, he's just got two wings. And his cybernetic arm has glyphs all over it, I never got around to designing them, so go nuts!
