would Pufflin eventually become a watter/flying? We haven't had a flying starter since gen 1 (Flying is my favorite type).

Ceraflora needs some kind of leaf or other garish reminder of a plant. ;D The frill could resemble some kind of cactus maybe?
I'm torn between Naipup and Ceraflora (even without a leaf!). I can imagine both of their final forms being awesome.

Since i do not have the capability to write a "real" critique... I'll do the best I can!
Naipup:
It is executed very nicely. I'd say the inner ears seem a bit too small though. If they're gonna be that unnoticable, then why even put them? I'm also struggling with the size ratio of the head to the body. Though the head seems so large, I suppose that this is actually not far off from the true pokemon style where large heads are a commonality. Nevertheless, even in accordance with Pokemon style, the head still seems large.
In concept though, this starter seems redundant. There is already a fire type dog (Growlithe) and it seems that there is a couple of starters with fire coming out of it's tail or back (Charmander, Cyndiquill, Chimchar)... Nevertheless, a break away from the red/orange color that most fire starters are is nice. Still... this one is good. Your skill and execution make it that though.

Ceraflora:
This is another one done very well! I actually liked this little ceratosaurus when I first saw it! It is a bit plain looking concept, looking sort of like turtwig's face on a chicorita with a frill, nevertheless, this one still has great impact! I think it's the little things, such as the bumps on the frill, and the horn not quite poking through the skin, that make ceraflora so neat! I'd personally like a little bit more color on the body... those little green spots seem to lack a bit, but that's personal preference. Nevertheless, there does not seem to be much to pick at because as a whole, this is a greatly executed fakemon!

Where to begin? First let me say I LOVE the concept! The beak is great looking, and the feet our nicely done. As a whole, I feel like this is your best of the three. (I personally would choose this starter ^^) BUT:
The body looks soooooooooooo similar to Piplups. The proportions, the color scheme. The differnce being he has legs ^^
Nevertheless, I am liking how you have turned his wings into almost arms... (usually the wings would be folded back) it gives him more of a feel of personality... though, it also seems a bit unnatural in this pose. Nevertheless, I defintitely like this one the best! A suggestion, maybe swap the blue body for a blue... or even a grayish blue. That would distinguish it more i believe from piplup... Still Great job!

Fair enough, good critique. I must say there seem to be a few 'rules' with starter pokemon and by deviating from them would go against the idea of them being believable starter pokemon. The first is that the grass starter has some reptilian atribute to it. The second is (besides from the bird starter) if a flame is present that it comes from the tail.
Other than that i agree with some of your comments on pose and size, something ill look to rectify in future.
I must say though that though Naipup is a canine fire type, which there are some already. Repetition in pokemon animals and even types is not uncommon, just look at how many butterfly/moth pokemon there are for example. Plus Naipup is a Cyote, not a dog or wolf. Thanks

you bet! ^^ At first, upon seeing Naipup, I thought he was a dark/fire type which would be a cool type combo for a starter
and tell me about it! one more butterfly/moth pokemon and i'm gonna go to the developers and shake them senselessly!
'Nevertheless' (lol at ~AdmiralSilv) your work it's self, not minding the concept, but the actual line art, shading sugimori style in general it all very VERY nicely done!
