The layfolk of the Capital are not to be confused as being part of the Hierarchy. The Hierarchy are a gentrified class of entities borne of the Ascension, and are native to the homeworld. The Scarlet Cataclysm resulted in the manifestation of strange beings that now inhabit the Capital. The layfolk coexist peacefully with the Hierarchy, forming the cosmopolitan society of the Capital. They are often preoccupied with their strange rituals and prayers. They rarely ambulate outside their dwellings. They do not possess reality-altering powers, which is what distinguishes them from the Hierarchy. Although because they are born out of supernatural causes, thus they do possess some supernatural qualities nonetheless.
