Actually those people are mistaken, it's "lying on the grass", once you lay something on the ground, it is lying there, not laying.

Lying or laid are both correct actually. Like if something were laid on the table and is in the notion of laying on the table at that present time Such as " Choose from one of these items laid on the table."
