The beings known as the Deep ones are a race of sentient fish-like creatures native to the Earthly plane, these kaiju are as smart as humans and construct huge cities beneath the waves. During the Civil War the coastal town of Innsmouth was just about a ghost town til the deep ones rose up from the sea to make the people a deal, they would herd massive amounts of fish toward their port and bring them gold from the deep ocean in return that a group of virgins were given to them once every year and thus procreate deep one half bloods, The townsfolk reluctantly agreed, and Innsmouth prospered, for the moment. Deep ones worship and serve Cthulu, and believe that they are the descendants of DAGON and HYDRA, enormous deep one looking kaiju.
