oh, since I read your comment, I just realize that those girls are do look like them
and I 've even received the comment that they look like Tomoyo and Sakura in CCS XD

And they're right! Been a long time since I watched CCS so that wasn't the first connection I made, though I think CCS got a more chibi/kawaii/soft edge to the style while SB! might have a slightly sharper "edge" than your picture.
I think it's the combination of the two girls in the same picture, one with short light hair and one with long dark hair, which makes people see the existing characters in them. If I cover one of the girls with my hand the similarity isn't as striking anymore! Then they turn into their own character... at least that's how I experience it.
