This is my First Ever tutorial I've madeI had a few people Ask me How i did my Jewel Style eyes i did on my Joltik drawing
So Sorry if there's Any spelling errors This was Made in SAI but the Same Process can be used in Photoshop :3

i used the Water Brush on SAI
Density - 60%
Blending - 15
Dilution - 10
Persistence - 15
Its Good to just Fiddle with it a bit to get other effects
