It's a free, open source application for windows and linux. It's got transformation tools close to the ones PS has, also some effects.. You can create your brushes etc. It's kinds of an alternative to photoshop as long as you don't need to do webdesign or any other more complicated designing.. It's fine foe editing graphics though And, the best, completely free.
