All the Agents in OWCA have alliterate names- I guess since Carl's just an intern he's the exception. Makes me wonder if he ever moves beyond intern if they'll have him skip ranks so he'll be alliterate, like Corporal, Captain, or even Commander Carl. Who knows?

He's a naked mole rat. You could use that same argument to ask why he isn't a mole.
Naked Mole Rats are also called Sand Puppies, but you wouldn't call them dogs, would you?
