I think I'd like this a lot more if the entirety of what can be seen was not completely done over with the bokeh... If there was some point where whatever makes the colors was actually in focus, I think the bokeh would make sense, rather than simply hurting the eyes...
In the case of this being stock, I think the blur just seems harsh, personally, but I'd also be intrigued to see it incorporated into someone's work, so I suppose it does its work.

Only for references. But uh.. this is just an overused sparkle effect. Typical of bad graphic designers and kids that think it's cool. The design is way too organized, imo.
