Sombra is to odd to be reformed, Discord seems like a good reform material since he was not evil, just wanted to have fun as incarnation of chaos, Nightmare Moon was born from jeliousity and loneliness, I am sure a bit kindness would change her lonely heart, Chrysalis is just ruler who want to make her subjects happy, if her subjects will get love from ponies, Chrysalis will have no problem to change her ways.
So yea, what is on this art can totally happen ( without Sombra, he does not have personality yet so no reforming for him ).

Sombra = odd.
I don't get it! Sombra is by many possibly means the darkest of the bunch, point in case he had put an entire city filled with ponies filled with fear for his homecoming.

But he is so underdeveloped, he is the worse villain in front of Nightmare Moon, Chrysalis and Discord, with no character development, no line to say and no backstory he is just a black cloud of evil and nothing more, he is just odd.
Until they let Sombra return with some good character development, backstory and epic lines, he does not deserve to be on the same level as other villains.
