This a combination of Hey Arnold - a cartoon that ran on Nickelodeon in the nineties - and Doctor Who, a British sci-fi show that originated in 1963.
The show went off the air around the late eighties, but was revived recently on the BBC. Check it out - all of it, every era - you might like it!
