Why should we? Can't you tolerate discourse? You've created a discussion on your opinion, you don't get to ask for tolerance in this case. Further you say Jesus is the only way. Everyday people live without your savior just fine. The only thing good to come of faith is community, but the world is steadily proving we can all find community without it.

Legality is nothing more than a social construct. A societal agreement that "this is the list of things we won't tolerate". It's pretty flimsy after you start to hack away at basic needs. All you need to do is look at what happens in major disasters, when people end up having to choose between themselves or someone else, unless they have a REALLY good incentive to put that someone else before them (a mother putting her child first is one of the few examples), they will, when things get to survival mode, generally choose to survive themselves, if possible, and everyone else can fend for themselves.

Erm, no need to be sorry. I'm just pointing out the fact that it's all a social construct. Case in point, your solution to report them. To whom? The authorities, I would guess. But who made these people, people just like you and me, "authorities", anyway? Society. A group decision to give these people power to dispense a codified justice the specifics of which were also decided by the group. That's what I mean by the fact that it'll all a construct. Different societies have different codes, and different actions by their "justice" systems that they deem acceptable for those who break their code.
