First off, I am sorry I am late.
Second, I got so carried away by the theme that I overlooked the urban part.

1 - What parts of your prompt were written well and easy to understand? Was there anything the writer of the prompt could improve on or include next time they create a prompt?
I appreciate the flexible prompt. I took a couple of liberties while interpreting it. It was a good prompt.

2 - Please explain how you interpreted the prompt to create your design. Which features did you use? Did you stick to the chosen palette or make changes to it? Does the design you created have any special abilities or quirks?
I did the feet and wings based off general raptors, and the colouration off of a Korean Magpie (gosh they're so pretty!) I went with a more traditional harpy where the arms are the wings instead of being an extra pair of limbs. Because of this, a sleeve tattoo would not be visible, so I did an armlet-type one with the sun, symbolic birds and the ocean/water.

The outfit, I wanted to go with something that was a blend of masculine and feminine features. These clothes are ceremonial and a part of their heritage background. They could be like super formal. I had thought that they would be living in a place where it is hot all year round, so while formal, it still allows their skin to breathe. I had originally planned to make the bird part of them after the orange breasted falcon but the colours did not work with me.

They also have hyper flexible joints which while sounds cool, can make it very difficult if not impossible to fly safely because their wings can over extend leading to pain and pulled muscles. On days when the wind is calm, they are able to glide with only minor discomfort. (You can totally change anything)

Their eyes are the green marked on the palette.
