I don't even know what i did this but i hope you like it > u <
Okays soo.

Here are basic tools i used sta.sh/01ua8ln7eq1u

1. It's just simple sketch with brush.
2. In this step i blurred sketch a little.
3. I made new luminosity layer(i used here light purple but not white color), and make some sparkles inside eye.(i used airbrush here)
4. I locked layer(preserve opacity) and added darker color at the top of it.
5. Here I just added bottom eyelashes.
6. I created a new multiply layer, and just .. colored it x'D
7.And blurred the white color, andd DONE <3
