Ah, these two. I’ve totally fallen in love with a good portion of the fandom’s interpretation of Chara (Flavor text essentially, very morally grey). And then, I became a weird combination of kind of shipping them with Frisk but not really.
I take a lot of interest in characters with ‘evil demons’ or ‘dark counterparts’. Chara and Frisk fit perfectly into that. HahaRelated content

I got this picture first when I searched "Undertale Morality". I searched this because of the moral guardians. You know, those people who are constantly picketing against the newest movie, TV show, type of music, or video game saying that it's too violent? Undertale is probably the video game they all wish they had made. Yes you can kill, but if you go the Genocide Route, the game becomes a slog rather quickly. The only way you can get the good ending is to be nice to as many of the monsters as you possibly can. Add in memorable and quirky characters, great humor, and some genuinely scary and heartwarming moments and you've got a game that is great even if it is a moral guardians' wet dream. I don't know if Toby Fox is a moral guardian, but I think he understood that if you make killing in your game bad, you have to put something desirable in the game to replace it. He definitely succeeded.

Chara had been the first person Frisk met when they fell into the underground. She was a ghost and at first took enjoyment of mocking the shy un talkative Frisk and encouraging them to kill with the prospect they could just reset everything, but as their journey continued she began to change. The familiar smell of Butterscotch Pie, old belongings, the sound of a music box playing from a memory long ago, meeting her father, rediscovering the truth, and finally guiding Frisk's hand to "Save" her brother, all changed her in a big way.
She had died so Asriel could use her soul to cross the barrier, take more human souls and free the monsters. Now they were free but even now she remained a voice in Frisk's head. It was ironic how close they had become. Two sides of the same coin. One wanted to save everyone while one wanted to kill everyone. In a way they were still opposites, Chara was ironically usually happier than the stoic Frisk even among their shared friends. Frisk would let her control their body at times, though unknown to Frisk, Chara could actually have taken complete control of Frisk if she wanted,a trick she learned when she had possessed the other fallen children to lure them directly to Asgore's castle as part of her plan to free them, but Frisk was different.
Although she still held onto Frisk's soul, not that Frisk minded.

I'm pretty sure they didn't want to kill all the monsters from the start. If they wanted to do that, maybe they could have done it when they were alive.

No, Chara doesn't want to kill, they want pacifist. Also, would it be better to think Frisk and Chara connected by love? Frisk voluntarily giving some control to Chara because of affection. This is hypercanon anyway.

Chara, Frisk, and Asriel (and Flowey), the holy child trinity. The amount of feels they have thrown at me is infinite.

Yeah, it's very weird.

And their both very evil... And yet I kind-of like them... I think why a lot of people like them is because they are so much alike and yet they polar opposites. Plus Chara is so "off the wall" in the best and worst way.

Undertale Chara is good. People misunderstand Undertale if they portray them as bad. It's like AU without calling it so. And in you-know-which route they are not worse than Frisk.

To be fair the game seems leaves it open. So folks can choose whichever
path the first kid followed, good or bad.

And normally they are good. True Chara is virtuous.
It just seems that bias against Chara is prevalent. Asgore tells that Frisk has the same hope in their eyes as Chara. Chara wanted to free everyone, they are not evil. And you said that normal Chara playing with Asriel is evil.
