Comes automatically on all computers that I'm aware of... Microsoft computers that is, I guess there's a similar program for Dell?
You could also download GIMP, which is a free program much like Photoshop. Well its a mix of Photoshop and paint really, it's easy to use but has awesome effects and layers and stuff. I don't have a tutorial for it but there are many many out there~

It worked before on mine, now it's not working. When I right-click and drag, it does nothing. Help me?

So sorry for late reply! I'm really not sure why that won't work for you. Are you using a mouse or a trackpad?

No problem! I use it(along with MS paint, which if you have that is REALLY easy to do what this tutorial is showing.)it's great!

You can download gip for free, and its safe, no viruses. That should be a lot easier and better than sumo paint.

Hmm.... I have no earthly idea.
Every computer has MS Paint, so maybe do it like in the tutorial first, and get all the extras how you want them, and then copy the image to GIMP and color there. I work with Paint, so I really have no idea about GIMP.
