Harley orginally didn't like May because she reminded him of a little girl from his school that accidently stole his favorit part of his lunch that he was saving for last. Then I think it continued on because May kept kicking his ass in contests.
That image of young Harely is a flashback for him in the epsisode where May earns her last kanto contest ribbon.

yeah I saw that ep after this and I don't get it. When they first met he just didn't like her because she thought his cacturne was scary and that she said the cookies he made weren't half bad so I'm wondering if he was just bs-ing team rocket into doing his dirty work
