Description
Remember the upcoming sonic antagonists I invented, the Flock? The ones that'll replace the battle bird armada and be based on the Court of Owls from Batman?

They are mostly composed of avians, but other flying species are allowed in their ranks. But there are rare cases they stumble upon a non-flying Mobian with unique DNA they need for some experiments. In those exceptional cases, they become Grafted, which basically legionizing.

Step one: The Grafted's 'attachments' get disposed off. Which means families or loved ones, so they have nothign left but the Flock.

Step two: Physically grafting wings or other means of flight to their body. Which is very painful. Like Legionizing, it's very hard to reverse, if not impossible. It also strenghtens the hold the Flock has on them. Oh, and that is Chortles, that cute little penguin oc I designed recently, in the image of Fawful. But now he's not so cute anymore when he gleefully wants to graft a victim without sedation...

Step three: Eliza, the leader of the Flock brainwashes the subject. By then the previous steps have broken thier spirits so they'll be easily converted. Not that Eliza needs to...she's an esper. A psychic! It's jsut that the previous steps make things easier and more fun.

Step four: The grafted one is induced in the ranks. They are broken into either mindless drones, or they become bat shit insane in the progress. Or both, however that works. Their past life, jsut a blur. All that is left is the Flock.
