In Windows 7 >> Right click on desk >> View >> Small icons.

Yeah it's CAD. The theme is called Fcuk Vinyl.

I'm not using any 3rd party software.
This is all Windows 7 defaults. The icons are from the Flurry set. Font is Calibri on 8pt BOLD.

In Windows 7 >> Right click on desktop >> Personalize >> Change desktop icons.
Then you'll see the option to change the icons for the Recycle bin.
