so someone asked me if I'd do this, I'm not sure if it's what I wanted but it looks pretty good

unlike Snake whose scheme can fit multiple evolutionary lines, there is no pokemon that fits Raiden, except Magnemite and that's only because there was no steel typing in Gen1

so he's a combination of Luxray, Jolteon, and Bisharp [design wise], because of how specialized he is I treated him like a pseudo legendary here.

JAKKU: the first is pretty much a Jolteon only bipedal, he's electric only because of the nanites in his blood...so more like a magnemite than I thought

JAKKU SHIRO CHI: naming conventions for Raiden were limited so this is descriptive of the artificial white blood he has as a cyborg in MGS4, Steel pokemon have blades built in so a detachable sword made less sense here

JAKKU RAIJINGU: the pseudo legendary of which I gave an actual level to reach before obtaining (lets not make this too easy!)

I still need to work on making lasers, electricity, and atmosphere in general but this gives you a general idea of what I'm going for
