Oooo, This picture depicts the sweetness and adorableness of a chibi-figured Princess Celestia with a emote that was originally inspired by Rainbow Dash's "Awesome" emote.
This picture is able to capture the massive excitement Princess Celestia is showing to whatever was amazing enough to capture her attention with flying colors, It could be Twilight's Coronation or something close to importance or simply what Princess Always Desired.
The technique here is well done able with the base drawing seemingly "Kawaii" particularly her huge eyes, happy face and hoofs on cheeks and the coloring absolutely gorgeous, all of the colors are true to the character with that shiny addition.
This isn't what I call a work of art but it is VERY well executed that this picture is simply outstanding from many others.
