This is Windows XP (PowerXP 3 Maxi MOD) after some tweaksWindoblinds Enhanced 6.02 build 43 (Aero themes by Fediafedia & Jemaho)
FindeXer with custom icons and look to emulate Vista`s favorite links (fully functional)
Vistart buil 2502 with Real Aero 6 Resource modification
shell32.dll modification to perfectly emulate Vista dialog windows
Original Sidebar from Vista build 6001 with some custom gadgets and CooCoo Clock

no problem at all.. this is WINDOWBLINDS 6.02 by Stardockdesign [link] unfortunately the program is not free (however easy to download via the p2p emule or torrent) cant`t give the precise details...
the particular visual style is Vista Aero by Fediafedia here on Deviantart...
