C.C. from Code GeassShe's my favorite, if you didn't already guess. XD Sort of inspired by season 2's ending artwork, in which she has the wings and tattered dress. Rain was kind of an afterthought - it was originally just going to be her crouched up against the wall. Then I added the puddles, and the rain stemmed from there. ^^
