This is my personal headcanon on this:

Ardyn uses his knowledge, intelligence and his powers of illusion to gain the trust of Ozpin and once that trust is gained Ozpin puts him in his group and thus Ardyn obtains information about the relics, the maidens and the academies. Then Ardyn organizes the fall of Beacon and it happens in the same way as in the original series with the only difference that Ardyn makes the fall of Beacon look like it was caused by one of the other kingdoms besides that he knows where the relic of choice, he gives Cinder it location and she gets it and gives it to him. Later, Ardyn plans to cause the Second Great War between the four kingdoms to keep the Huntsmen occupied and while all the kingdoms were fighting each other, Ardyn would obtains the maidens power through Cinder and the relics without problems.

Ardyn would use former Salem followers to cause discord between the kingdoms and make such discord appear to be caused by the kingdoms themselves and unlike Salem no one would suspect Ardyn as he would make it seem to everyone that he isn't dangerous besides to being able to deceive everyone using his charisma, manipulation and illusions.
