Don't get me wrong, i get where you're going at with the femme fetale thing but i think that would suit someone like Scorpina a little better than Rita hehe.

When you get down to it, the design is rather silly, but then again we're talking about a character from a kids' show here. And there are many parts of Power Rangers that could be considered silly, I will admit. Perhaps if she wore more armor and had pants?

It's quite the opposite for me actually. I first look at the design and i thought it looked silly, then i really looked at the design... it's a very menacing design. of course as you've said it's a kids show, but it's still something you can take seriously ( i guess it's really just the character herself who's "silly").
