After the defeat of the Ori and the Atlantis Incident which left the city stranded (albeit temporarily) in San Fransico Bay, the US Government, in agreement with the participating members of the IOA decided to officially go public with the Stargate program.

With the help of Atlantis prior to its return to the Pegasus Galaxy, the ‘tower’ in the Antarctic outpost was not only fully excavated but moved to an IOA designated location. The tower was relocated and placed half-way between Petrolia and Lost Coast Mattole Point in California. A new SGC complex was build around the tower to house Offices, Research labs, Temporary housing, as well as a small airport. 

The Stargate was moved to the upper most level of the tower, with the chair room situated a floor below.  Access in and out of the tower was primarily by Transport Rings, though emergency exits were available on the lower levels.

The IOA, consisting of the USA, Russia, China, UK, France and Canada, drafted the “Stargate Charter,” a document that outlined the responsibilities of the Stargate Command, and the countries involved. It also outlined that non-members of the IOA were restricted from any and all alien technology advances.

After completion of the new SGC in 2015, the opening ceremony and “Disclosure” event crashed the internet as everyone from personal bloggers to News Stations competed to be the first to disseminate every bit in information the were given first. 

IOA leaders made speeches about the future of Earth and Humanity as F-302’s flew overhead, and the even was finalized by the unveiling of the BC-304 Daedalus and the brand new BC-310 Prometheus Mk II.

This story concept is very interesting, but I have a question: If all the non-IOA members have only restricted access to alien technology, how can the IOA say the whole project is to the benefit of all mankind. That seems pretty hypocritical to me.

Great question!

There are two factors involved in the idea.


1: To keep advanced technology out of the hands of groups of people who would use it to harm others on Earth. (Ie: Terrorist groups) and;


2: To encourage greater world-wide support of non-original IOA members. Being a member of the IOA would not only grant governments access to new technology, but could be used as a greater unifying force for Earth.


Now, that being said. I do understand that its never going to workout out exactly as planned. Not everyone is going to hold hands and sing with each other just to be a part of the IOA, and there is no guarantee that we could keep dangerous technology out of the hands of terrorists. Its more of an incentive. In all honesty, its sinister in its own way as it would give IOA members leverage to push their own agenda - such as forcing human-rights changes in countries that we are currently fighting with.


I took the idea of a United Earth / United Federation of Planets from Star Trek and gave it a more human flavor, so to speak. So you're absolutely right that its hypocritical. Tis' the human way.
