There are several ways to get them. 

1. Go to the PSN Store, type Dragon Ball Xenoverse 2, and look for TP Medals.

2. Complete one of the Expert Missions.

3. Go to YouTube and type "how to get TP Medals on Xenoverse 2"

4. If you have all seven Dragon Balls, go to the Dragon Ball Pedestal, summon Shenron, and get the wish "I want TP Medals"
