How is Perfect Cell lawful evil? And how is Freeza neutral evil?

Cell is lawful evil because he had a structured system to find a match (cell games) as opposed to just blowing up the world straight away, like Kid Buu. Frieza is neutral because he is in between, your classic cartoon bad guy.
