I've had this idea since "The Headband" aired. The principal threatens "Kuzon" with Reform School- "And by Reform School, I mean the coal mines".
So I figured, after Zuko solidifies his power as Firelord (having the Avatar on your side doesn't hurt) he might start changing certain domestic policies. Here we have a bunch of newly freed coal miners, because Zuko would *SO* enact child protection laws.

Random scribbles are meant to imply grime. I have no patience...
