It's an animation program called TVPaint.

A comment to your tuts in general:
I really adore you to make this tuts They are much fun to watch and very helpfull not only for beginners.
I just wonder why you dont paint on a grey canvas, so the direct lights would be more visible.

Haha! I SHOULD paint on a grey canvas, and actually, there's a tutorial I'd like to record that has to do with how to deal with putting a background on the canvas. Come to think of it, I think that's what I'll record next!
