I have a question that may seem incredibly dumb; but can this effect also be achieved using vector art? Or is it strictly pixel related? (For those reading this that may not know the difference, vector art is Flash and things that don't using numerous blending/painting techniques such as photoshop or Paint Tool Sai. )

I've never worked in Flash, so I don't really know. But you can easily do everything in this tutorial using the vector tools in PS :3 (I've done everything using the pen tool and gradient tool, except for the "stars" in the last picture)

Great step-by-step, could still understand a bit of it, even w/out words. Just a question though, in the last part, how did you add that glow effect?

Thank you! I'm glad you like it! For the glow I just used a soft brush on the lower part of the eye with the layer set to color dodge! :3
