I actually think you should be able to do this with Photoshop 2.0! :3 As long as you can lock layers, it shouldn't really be a problem~ :3

Really? Yeah you can do that but I have a problem with shine. That beautiful light blue shine you have here..I'm not sure how to do that on 2.0 >-<

I just have one question: What technique did you use for the darkest part of the eye?

I had the dark blue "circle" on a seperate layer and locked it. After that I took a soft black brush and just painted along the outline of the layer. Man, I really suck at explaining! I hope you understood at least somehow? >_<
