A tutorial for eyes just because.Hurr, it's really simple. It can take 3 layers if you wanted to. Which I did. xD
Here are the steps.
1: Let's start! Fill in the base colors. I used blue just because.
2: Start off with a top-to-bottom gradient.
3: Add a blurry circle in the center. That will be your pupil.
4: Add another gradient with a darker color. Add a pupil again, but but don't make it blurry.
5: With the base color, add eye shine to the top part. Then add a faint blurry circle on the pupil.
6: With a lighter color, add some shine at the top and bottom.
7: Add some eye shine.
OPTIONAL: On a new layer, set it on overlay and add blur to the top and bottom.

I guess this is a good time to ask this: Should I be using the official version of SAI, (which costs money) or is it alright to use the portable version which is free? Are they different at all? -.0

The portable version technically isn't free, as you technically get it illegally.
Anyway, either should work just fine. I used the portable one with this, I believe.

Can you explain the steps more? I honestly can't really follow it...
For example, how do I use the gradients? When should I make a new layer? What brush should I use? And so on a so forth...

If you want to make a gradient, an airbrush at the part you want to lighten/darken works. You can make any amount of layers you want for this, in this example I used... 3. Brushes are your own choice--- I used the water, pen, and airbrush tool.
Those should be your own decisions though. A tutorial is to help you, not for you to copy their style exactly.

It'll most likely work as long as you use a hard and soft (air) brush. And the select tool if you want...
