A random tutorial for absolutely no reason, featuring an overly shiny eye. Not in a tutorial category because dA decided to completely reject GIFs in the tutorial categories, even for pixeling. ffffYou could probably apply this to non-pixel (move the eyelid more than just a pixel), but it works best for pixeling.
Learned this style from going around Flipnote Hatena.
Btw, I repeated the blink sequence once and had the frame speed at 0.05 seconds. The pause is at 3.95 seconds so when added with the first frame it makes 4 full seconds.
Uh, I use Photoshop to animate.

I always did a lot of eye frames, and even then the animation was kind of messed up! but with this method it is much easier! :"0

In the Windows panel, check on Animation. Not sure which version starts allowing you to do this though, I have CS5.

so i always have to make layers and then export was .gif
with seconds always the same for each frame ;v; (if you understand)

If you have CS5, in the windows dropdown there should be something saying "animation".
I have Photoshop 8.0, and they have this thing that comes along with it called "Adobe ImageReady". Its the animation program for that version.

each layer would be a frame for the animation,
then do ctrl + shift + alt + s
and find the box that says 'animate' and then you could change the timing

Last time I made a blinking animation, I lowered the eyelid frame by frame so it took forever e_e

Its actually technically 4 frames, but the 4th frame is just a clone of the second frame. xD
