When I am not deliberately immitating the original style of a cartoon character I feel free to let the picture develop itself.

I don't know why some artists have a problem with underwater effects. Its all just a matter of optics.

This was done in pencil on white bristol. I applied an aqua tint wash over it and then applied color pencil. On top of this are acrylics which bring out the surface refraction and highlights.
