Description
After Doctor Doom was disfigured once more by the Hood in his demonic form, Zora Vukovic went to him and appealed to him to be the leader that Latveria needed, as in the interim period where Doom took on Iron Man's mantle, Latveria degenerated into a politically unstable country with numerous warring factions. Zora was made Doom's herald, and empowered with the Power Cosmic which enabled her to channel the energy from a captured Galactus, After Doom's assassination attempt by Taskmaster and MODOK, she ruled in his place as regent and attempted to restore him to his throne, an effort which would prove to be fruitful. Her faith in Doom, led to her being called Victorious.
