Actually, I don't think Salem told her to kill Pyrrha. At the very least, I think her objectives were gain the powers of the Summer Maiden, capture and/or kill Ozpin, and take down Beacon Academy. Remember, Pyrrha was suppose to run away, and Cinder was kind enough to let her... At first. Now, I don't hate Pyrrha, but she knew what she was getting herself into. I doubt that Cinder was going to give her a second chance. In a sense it's both Cinder's and Pyrrha's: Cinder for dealing the blow, and Pyrrha for not going with Jaune or some type of backup and going back regardless. It's a noble sacrifice, yes. But she was just walking straight into her death.
