The deal is that Rainbow Dash either pushed the clouds strong enough together that it could be walked on, or Twilight's clouds walking spell.

I made the excuse to myself that the cloud would be dense enough in order to hold them, also maybe the force from RD's continued circling of the cloud also increased the density. It still doesnt make sense though.
