If there was series of art based on the astroglogical zodiac, here's the pokemon I think would work the best:
Aries - Houndoom - Aries is the Greek god of war. In some legends, his chariot is pulled by a ram/rams. Houndoom's deadly aggressive behavor, fire element, and horns, make him suitable for this sign.
Taurus - Tauros - Name says it all.
Gemini - Plusle and Minun - Gemini is the twin brothers Castor and Pollux. Since Plusle and Minun are almost always seen together, this makes them suitable for this sign.
Cancer - Krabby/Kingler - They're crabs. Enough said.
Leo - Entei - Leo is a lion. Out of the three legendary pokemon of the Johto region, Entei resembles the most of a lion.
Virgo - I don't know alot of pokemon that could fit this role. I was thinking Jynx, but I don't like that pokemon much.
Libra - I don't know many pokemon who would look like a set of scales, though maybe Magnemite or Magneton could fit the roll, with the pand hanging from their magnet appendages.
Scorpius - I don't know any bug pokemon that look like a scorpion.
Saggitarius - Since there isn't exactly a centaur like pokemon, I was thinking that an archer riding a rapidash might fit the role.
Capricorn - Vaporeon - Capricon is a the sea-goat, with the head and front legs of a goat and the tail of a fish. Vaporeon has legs and a fish-like tail, therefore making it suitable for this sign.
Aquarius - Lotad, Lombre, or Ludicolo - Aquarius is the water carrier, he is seen pouring a large jar of water. The lily pad on top of these pokemon's heads, if tilted could be depicted pouring water out of them.
Pisces - Goldeen or Remoraid - Pisces consists of two fish taied together at the tails by a piece of string or rope. These two pokemon look the most pleasant, so they might look goo tied together.
That's as good as I can get. I can't find the right pokermon for some of the signs, maybe you could help fill the empty spaces in.

For Scorpius, you might want to try Skorupi or Drapion - both look like scorpions.
