I would imagine that the derped eyes allow for wibbely-wobbely timey-wimey vision that allows her to look into the future, present and past all at once. There's a reason she has trouble with present tenses.

It's a 1960's English police box. Sort of a dedicated telephone booth for emergency use, made out of wood and big enough to lock a suspect in if necessary. So I guess it represents the ability to call for help, sort of. But in continuity, it's the usual outside appearance of "the best ship in the universe."
