I think bobble has more fans than you give credit for; I guess Disney doesn't really focus on him because they would rather keep in mind the more vast young female audince, but I think they obliviously disregard the more mature audience too, who I have found consist of a lot of fans for Bobble. I've read an awful lot of comments on youtube and other forums saying how much they love him, and quite a few said they only watched the movie for him, and/or he was the only way they got through it.
Not to mention he's unquestionably adorable.
But you might be right in a sense; the whole "petition" thing was just a joke, seeing that odds are, people really don't care enough to actually mind a thing like that, but I do and forever will believe, that Bobble DOES have somewhat of a significant fanbase. He's too awesome not to.

Yes. D8 Bobble was... the only reason why I watch the movies. Then I started liking everything else, too. :C Bobble is still my favourite, though~

It's annoying to have movies do that, isn't it? I was avoiding the disney fairies like the plague until I caught a glimpse of Bobble while flipping through channels. Now I'm collecting picures and writing his fanfiction!
