It's the Web Serial "Worm"'s protagonist, Taylor Herbert AKA Skitter, "triggering" her power to control simple creatures like insects in response to being forcibly locked inside a school locker filled with month-old used tampons overnight. You know, as one does. The crystal-thing is the source of her power residing in another universe, the Administrator shard, a tiny fragment of the power of a cosmic inter-dimensional and interstellar god-like monster/alien essentially foistering its abilities on random humans awakened by physical or psychological trauma, and subtly playing their resulting dysfunctions violently against each other in order to improve its own versatility with the powers in a bid to maintain its species' evolutionary curve past the point of effective omnipotence.

Futher spoilers: Kinda-sorta-not directly, no. I don't remember if the shard she has comes from Scion specifically, or another similar entity you'll learn about later in the story. My understanding is that there's no direct connection, the entities literally deposit the "shards" on the given world, losing those specific powers themselves, which then latch onto people upon trigger events. That administrator shard is Taylor's now, nobody else's. It makes better sense if you think of them as self-contained power-granting AIs programmed to find and push their hosts into conflict with each other.
